Now you are able to
better understand public policy, its uses and especially how the United States
uses public policy to further interest its ideas and goals locally and abroad.
Not only public policy but also the history in regards to its creation and use
of public diplomacy. Even the founding fathers knew the benefits of avoiding
war. Other events such as US activity in both wars and during the cold war,
only further show how public policy is used to benefit the idea of peace
instead of going to war. Here you can again see the comparison between hard and
soft power. The United State of America has been very active in looking to find
a solution to relations between itself and China. Both countries hope for
better future relations, so that future generations can prosper and benefit
from each other through exchange programs in bringing these powerful nations
closer together. Outreach activities such as English teaching in foreign
countries and exchange programs are a very powerful tool the USA is using, by
taking advantage of its soft power in persuading and educating people about USA
relations, instead of using force and other means necessary to convince people
of American culture. In addition, the idea of America houses next to consulates
and major cities only helps improve relations through activities that anybody
can participate in. As you can see, the United States is very active in
promoting diversity, culture, and harmony, the question is to figure out what
it is doing wrong in terms of policies and procedures that are affecting their
image abroad and harming future relations in the process.

7. Conclusion

Today, information and
the Internet are an indispensable part of the world, meaning our daily lives
cannot function without. Everywhere you go, you see people using their
smartphones accessing the World Wide Web, some cities are even completely
wireless. Information resources and information programs are an important and
influential channel in international research. Thus, the use of interactive US
applications on the Internet and the publication of effective information
materials have the potential to reach mass audiences on a global scale. The
internet plays a very important role in further cross-cultural communication
between nations and only further deepens relationships. Such materials could
include new online libraries, online English language instructions, and robust
websites containing more publications (Kennon H. Nakamura, Matthew C. Weed).
The United States understands the role and the importance of communication in
its approach to the information world. Therefore, they need to provide accurate
information and best serve for US foreign policy concerns. In addition, In
order to get the responses from the public, they build the trust in the US
government’s diplomatic messages. On the other hand, the control of the receipt
and effect of messages on the Internet is more difficult because the distortion
information is inevitable.

6.4 Information Resources and Internet Presence

In addition to basic
English language education to foreign nationals, Peace Corps programs and
exchange programs, the United States has also implemented America Centers or
houses, especially during the Cold War period. These places were accessible to
people to view US movies, literature, other materials and even had English
speakers available. These places are mostly located in larger metropolitan
areas, close to US embassies. Additional events available at these locations
are local cultural discussions, history, debate clubs and US volunteers helping
you with your English, giving you time to practice your English skills. Other
activities are clubs you can join where you are able to make friends with
locals and American nationals, getting together to sing popular songs, debating
about topics of your interest and/ or learning more about US relations to the
current host country. In fact, America centers are places that promote cultural
understanding of each other´s cultures and further promote exchange programs
and education on culture. Moreover, these houses help businesses and commerce
flourish through deeper understanding of how each country conducts businesses
and promoting further international trade and investment. These houses are very
important for future relationships, cultural vitality and political futures
through mutual understanding. America houses also partner with universities,
furthering educational opportunities, drawing citizens closer together, helping
bridge gaps of misunderstanding. These houses strengthen ties and help future
generations learn from each other. Funding stems from a variety of sources,
such as donations from companies looking to further ties, universities, NGOs,
private individuals and other organizations. These houses also help individuals
with leadership positions in their countries and can then themselves act as

After the Second World
War, the U.S. government played an active role in promoting cultural and
educational programs around the world. The best-known efforts were the Peace
Corps and the Fulbright Program. Specifically, During the course of his campaign
for the presidency in 1960, Kennedy floated the idea that a new “army” should
be created by the United States. This force would be made up of civilians who
would volunteer their time and skills to travel to underdeveloped nations to
assist them in any way they could (Kennedy establishes Peace Corps).
Peace Corps is a US government agency established in 1961 to help people around
the world solve their most pressing problems – from education, health to
economic growth through volunteerism. It also promotes mutual understanding
between Americans and people of other countries during the process of work and
exchange. The Peace Corps program created a chance for motivated volunteers to
work in a community abroad, they have an opportunity working with local leaders
to handle the most urgent challenges.  Peace Corps has reached out to help
and support people around the globe. The story of young Americans have ideal,
despite the lack of foreign land to help people develop agriculture, school
construction are important materials of the effective public relations for the
United States.

U.S. volunteers abroad
have engaged in more English language instructions in recent years. In fact,
English language teaching is a priority program and should be expanded in
countries where English is not the mother tongue. Furthermore, English language
programs are one of the most effective ways to reach young people before they
reach the age of majority to participate in exchange programs. For example,
English language education for foreign populations provided by U.S. volunteers
abroad. It will promote long-lasting connections and relations with as well as
goodwill toward the United States.

6.2 English Language
Education-ESL and PEACE CORPS

The United States
has not only been active in promoting its relationships with other countries,
but has also implemented exchange programs for a variety of people. If you
visit the website: , you can get a glimpse as to how the United States
is active in promoting exchange programs with not only US citizens, but other
NON-US Natives. This program helps foreigners adjust to the life in the United
States, whether you are looking to just study abroad, live or even work abroad,
as a foreign citizen. Depending on your age and requirements, a program can be
tailored to your needs, for example a student looking to attend an American
High School and is looking to improve his English will have different
requirements than a foreign national working at university looking to do
further research at a partner university in the United States. This program
offers a variety of services, from helping with your visa, to asking for
assistance and communication with previous applicants about the exchange
experience, which only helps enrich your experience and can give you a feeling
of safety and security. As the website states .gov, it indicates a government
website. This program is funded by the US government. The United States has
other opportunities to do exchanges besides through a governmental
organization. Additional private organizations exist that help foreigners study
abroad, while for example living with a host family in a home stay environment.
These programs however are not directly supported by the US government and will
not be discussed in this paper.

6.1 Exchange Programs

For now, at least, China cannot match the
United States in hard power capacity and so must take another path to assert
itself as a superpower ( Philip Seib). US-China relations have always been
complex and, at times, tumultuous. Public diplomacy plays a crucial role in
steering this relationship in a positive direction. In fact, education and
exchange program are effective tools for building mutual understanding between
two country. For example, The 100,000 Strong Foundation was established to help
answer President Barack Obama’s call to deepen Americans’ understanding of
China through study abroad. The 100,000 Strong Foundation’s mission is to expand
and diversify the number of Americans studying Mandarin and studying abroad in
China (1000 Strong). The goal of this program is to bridge the gap
between cultures, strengthen the US-China economic, education as well as
strategic relationship, and enhance global stability. Besides, While more than
300,000 Chinese students study at American universities, the vast majority of
businesses, such as business, science, and technology, seek a better life, only
about 16,000 American students studying in China focuses on the linguistic and
cultural fields and most of these students only study for about a year or
summer time. We think China and the United States need to harness the full
potential of educational cooperation as Senator William Fulbright, the founder
of the United States’ leading education exchange program, whose name affirms
that the power of exchange education is extremely important to connect people
to nations.

In recent years, China has made
significant investments in developing its soft power, with the opening of more
than 500 Confucius Institutes across the world and extensive international
branding campaigns. The rise of Chinese soft power will enhance its cultural
appeal. However, China’s soft power is still less competitive than the United
States and Beijing is trying to catch up with Washington’s spillover. Under
President Xi Jinping, China has been promoting the country’s influence through
prosperity, linking its efforts with the largest economic diplomacy in history.

Today, each country in the international
community is positioned not only by military and economic might but by national
image and values. China and the United States are in the midst of an
ideological war and are trying to shape the values and national standards that
are appropriate for each country. American policymakers have always regarded
liberal democracies and the emphasis on human rights as factors that help bring
about the well-being and consolidation of world order. The Chinese policymakers
see it as a Western conspiracy to promote the color revolution that once
overthrew the old Soviet tyranny, and may try to do the same with China. In
order to attract the attention of other countries without the need for
coercion, the use of soft power with the United States and China is very
